(c) IVAO-BE 2010
IVAO - Belgium Division
Coordination
On IVAO, it is usual to have civilian controllers. But when military controllers come online, it is like in real life, it is more difficult... Why ? Because of the airspaces... When the military airspaces (CTR/TMA) are closed, they become class G airspace, so everybody can fly there without ATC (except just around the airport). But it may occur that a part of the TMA is "offered" to civilian airports. For example in Beauvechain Airbase, the TMA Nr 5 is given to EBCI Charleroi when Beauvechain is closed. When the TMA belongs to EBBE, it is more difficult for EBCI. Of course as military ATC are unusual, we must fix some regulations, so you are sure that there won't be problems...

1. IN THE MILITARY TMA/CTR
The military ATC is chief (at least when the airbase is opened). If a civilian aircraft wants to enter the airspace, the pilot must contact you. So you may give the permission to enter the airspace or not, depending on the traffic. All the trainings will be done in EBFS because it is far from EBBR, and the airspace is in one part.

2. ENROUTE ATC
A military aircraft must (normally) contact the local ATC for a TMA or a CTR (APP/TWR). But while in flight, the pilot may stay with Belga Radar (EBSZ_M_CTR). Belga will give all informations and vectors to avoid the other traffic (considering that Belga Radar must have the permission from the staff prior to connect). No civilian ATC can request you to contact him while with Belga Radar. Anyway please be kind by explaining the ATC why you don't need to contact him, or at least advise the ATC. We will consider that if EBSZ_M_CTR is offline, the military flights will fly with normal procedures, with the appropriate ATC. For the other countries, we need to fix de exact regulations. From now, fly there with the civilian procedures.

3. SEPARATION
Military aircraft don't need separation, as they have a good TCAS on board. But for security it is better to give at least traffic information... As we want to follow the rules and regulations, please NEVER make something which risks to put in danger "people" on the ground or in the air. If you crash due to a dangerous flight, a report will be sent.

4. IN CIVILIAN AIRPORTS
ilitary aircrafts may fly in civilian airports with civilian procedures. When you fly their, imagine you are a Cessna. Don't ask for priority (except if you have good reasons). Dangerous flights will be made only in airbases, with a good altitude. Charleroi is an exception as the maintenance of our military aircrafts is done there (so there are test flights and so on there)

5. POLICE FLIGHTS (HELICOPTERS AND AIRCRAFTS)
You will receive a police squawk. Please contact the appropriate ATC and explain what you are doing, so that he can know exactly where you will be on his radar one minute later. You don't have the priority, except for a police special flight like looking for robbers and so on.

6. MEDIVAC AND URGENT FLIGHTS
When you have injured people on board or things which need to be taken as soon as possible, request a special squawk. In that case you will have the priority... Please respect the procedures anyway and think that people behind your seat are sick or injured, so 60° turns or 3000ft/min descents are maybe not a good idea... Don't use that kind of flights for normal operations. If everybody requests priority, nobody will have it...

7. AN AIRCRAFT IS ABOUT TO ENTER ANOTHER AREA OR RISKS TO
Please advise the other controller, so he know there is a risk in your area. He will keep his aircraft far from you...

8. NEED TO TAKE A PART OF A CIVILIAN AIRSPACE
In that case, ask the local ATC and fix the exact boundaries of the area. Don't forget that the civilian ATC is the only who may accept or decline that area. If the civilian ATC doesn't want to give you his airspace, you may NOT take it. If you want a special area with no discussions, contact the BE-SOC who will request it to the special operations HQ...
